洛縣警局否認指派華裔警官 前往北京協助奧運反恐
The Los Angeles County Sheriff Department (LASD) denies the dispatch of Chinese police officer to assist the Beijing Olympic Games to fight terrorist.
【本站特約撰述藍雨亭】一件可能涉及冒用警方名義發佈不實新聞的事件最近在洛杉磯警屆發酵，並被認為可能成為奧運期間涉及中美交流的一個大笑話。
A recent news report about a fraudulent use of title as police officer has happened in the Los Angeles County Police Force. It is believed that it may become a big joke for the Olympic Games and the international exchange between the two countries, the US and China.
日前，幾家華文媒體「有志一同」報道了一則消息，指稱洛杉磯縣警局有8位華裔警官前往中國，任務是「指導及協助」中國警方做好北京奧運會的「安全保衛」及「防恐」工作。
Yesterday, several Chinese newspapers reported the news about eight Chinese LASD police officers left for China with missions to provide “advice and support” to the China Police Force and to assist the China Police Force the job of “Safety & Protection” and “anti-terrorism” in the Beijing Olympic Games.
但據洛縣警局發言人（Media Captain）Margie Wagner指出，前述報導的Vincent Chong（莊雲生）等此次前往中國完全不代表洛縣警方而純屬私人行為，Margie說，「他們沒有能力從事防恐的工作；他們此行只是做一些協助性的翻譯工作。」
But Margie Wagner, Media Captain of the LASD stated that they all went for personal time, not on behalf of the LASD. Their trip is only to provide assistance in translation”.
根據此間華文媒體報導，莊雲生（Vincent Chong）是「帶隊執行這次任務」，他並以「洛縣警局國際事務聯絡處處長」的頭銜表示，「洛縣警局對這次任務十分重視」，他說「洛縣警局4年來已為中國訓練一支來之能戰、戰之能勝的特警隊伍」，含糊的語義有明顯的暗示，他們就是「特警隊伍」。
According to the report of the Chinese media, Vincent Chong is the “leader of this mission”, he has also used the title “The Commander of the LASD International Liaison Unit" to announce, “the LASD takes this mission very seriously.” He said, “The LASD has spent the last 4 years to train a Special Police Force team for China that are ready to fight, and fight will win.” The ambiguity of his words apparently means that they are the "Special Police Force".
但據查證，莊雲生（Vincent Chong）是一名義警（Reserved），隸屬于International Liaison Unit(國際聯絡單位)。洛縣義警局（Reserve Forces Bureau）的執行經理（Operation Manager）Mike Leum 指出，義警有3個層級（Level），第一級Level可單獨執勤，需受800小時技術、理論的訓練；第二級需受450小時的訓練，必須與Level 1 的義警或一般全職的警察一起才可從事巡邏、尋找救援工作；至於第三級則為 Entry Level，不能巡邏，主要從事局里的調查、文書、行政工作。所以知情的警方人員對華文媒體的報導感到很奇怪，一個義警怎會被洛縣警局派去中國執行安全保衛及防恐的工作？這顯然是當事人對媒體發出了一些誤導性的信息。（經本站求證洛縣警局得知，洛縣警局完全沒有派出這樣的任務）
An investigation reveals that Vincent Chong is a Reserved Police Officer. He belongs to the International Liaison Unit. According to Mike Leum, Operation Manager of the LASD Reserved Force Bureau, that there are 3 levels of training for the Reserved Police Force. A Reserved Officer can handle job solely and independently after 800 hours of tactics and academic training. Level 2 is a 450 hours training, requires a Level 1 Reserved Office or a Full Time Police Officer together to perform patrol, search and rescue duties. Level 3, the entry level training, cannot perform the duty of patrol. Duties are mainly investigation, correspondence and administrative work for the Police Department. People aware of it are surprised by the news the Chinese Media reported, wondering how a Reserved Police Officer can be qualified to be dispatched to China by the Police Department to perform the safety protection and anti-terrorism duties. The said person has apparently sent misleading messages to the Media. (We checked with the LASD confirming the Department has never sent anyone for this mission.)

华人难以融于美国社会、常被欺负和受歧视，一个不可忽视的原因是“语言不通”。外出办事及电话、信件或公文往来，还有马路上与警察打交道，一般只有英语、西语流通，只有极少数有特殊需要的部门才会有华、韩、日、越、俄、德、法语...的资料或电话服务。华人已是一个相当大的族群，尤其在西海岸更是如此。望可代表华人发声的律师们向政府进言，尽早将华语纳入社交主要语种之一，象西语那样。这一个语种的放开，既利于政府与华人的沟通和相互了解，更会使参与主流社会和国家政治的人群比例大大提高。以后，政府在财力允许的条件下，还应根据族群的大小、需求的紧迫程度的大小，逐渐解决各个族群难以融合于社会的语言上的困难。当前最紧迫的、排在第一位的，是华语的放开。

很喜欢这一华裔社区非常需要的网站。可惜的是，每翻看一页消息，都要去点一次“简体中文”和等待一段时间去变成简体，不点一下就只能看繁体字。望能加以改进。即：第一次点了“简体中文”后，就能持续翻看“简体中文”的页次。
